The headline that screams that the Indian Muslim is in crisis just diagnosed the wrong problem. Indian Muslims are not in crisis–India is. Indian Muslims are not the problem–institutionalized discrimination is the issue. Indian Muslims have been left behind by the Hindus as prophecized by Mohammad Ali Jinnah, Alama Iqbal and all those who struggled for Pakistan. The India secularists “phoo phaad” the All India Muslim League declaring that secular India would give equal opportunity to all faiths in India.
Obviously that has not happened.
The Indian Government commissioned the Server report to discuss and investigate the condition of Muslims in Indian society. On every parameter they were at the bottom of the barrel or thereabouts. Unemployment rate among Muslim graduates is the highest among all socio-religious communities. The presence of Muslims has been found to be only 3% in the IAS, 1.8% in the IFS and 4% in the IPS.. In 2002 unidentified murderers thugs and killers attacked a train full of pilgrims. For two weeks the identity of the ruffians were kept secret and fingers were pointed at Muslims. A campaign all over Gujarat was waged to blame the murder on Muslims. There was a plan. As a result pre-planned mobs massacred 2000 innocent Muslims and Christians. Tehelka and other Indian media sources implicated Narendar Modi in the Gujarat riots and Mr. Modi has been refused a visa to visit the USA. A few weeks ago Finance Minister P Chidambaram uttered the following prophetic words:
..ghettoisation, social boycott, discrimination in employment and blurring of lines between the state and religion as witnessed in Gujarat” and said “out of the hopelessness and despair of the Muslim community-and if not addressed firmly-the Christian tribal communities too will rise new waves of terror

The tension between Hindu and Muslim in India and beyond is palpable and cannot be cut by Scissorhands. There is huge distrust on both sides. Indian Muslims steeped in penury and put down by a system that is stacked against them feel burdened by decades of bigotry and hatred. India has a few blind spots. It does not know about the blind spots. There is no one to show her the blind spots. India, a youthful country overrun by youngsters seeking out a subsistence living in the mirage of Bollywood is unable to look at itself with any semblance of realism. A star struck destitute and impecunious populace is proud of evanescent and unattainable trophies, venerating educational institutions it can only brag about (never get admitted to), Billionaires it can worship on statistic charts and luxuries that it can dream about. Inebriated by blindness towards a the goal of superpower status this populace is unable to see the deep cavities within its boundaries.

- The case of Mecca Masjid blasts ( 11 killed, May 18, 2007 -Friday) where two bombs were planted inside Mecca Masjid in boxes, is also pending with CBI.
- The enquiry into Ajmer Sharif bomb blasts (3 killed, October 11, 2007 – Friday) where two bombs in tiffin boxes wee used and where ammonium nitrate bombs were triggered by mobile phone has also not made much headway. The case at present pending with Rajasthan police has also not named any organisation.

Fascism is raising its ugly head in many regions of the world. India is not immune from the tendencies. Fascism has worked well for some of the players. Young xenophobic India votes for those that are hegemonistic and autochthonous. Its leadership impervious of the needs of the penuriousis is focused on expansionism and destabilizing its neighbors. It behaves like crack-addicts overwhelmed by blind hatred for Buddhists (the real ones who are not Hindu), Dalits, Christians and Muslims–this leadership doesn’t have a clue of what the white world thinks of Indians– unavoidable supplicators at best and disposable computer coolies at worst!
It is clear that this fascist government can never come to power through votes. So the American game-plan is to organize bomb blasts, destabilize India, divert the attention of people from their real issues and then have a communal-fascist government assume power through largely undemocratic means in the name of `national security’. This fascist government will dismantle Baba Bhimrao Ambedkar’s constitution, thus disenfranchising the Dalits and minorities and all patriotic, peace loving and democratic people of India. What national security can Modi or Shivraj Patil provide India— they are already sold out to American interests. The Indian press has been sensationalizing the Mumbai terror. The Hinduvata will be using it to win elections. Indian officials are in a quandary. They are “rapt withal” unable to blame the internal terrorists or the mafia, forced to blame others. Pakistan is the favorite kicking boy of the media. Drunk with a false sense of “superpower status”, India is incapable of taking stock of its own internal issues. Indians are inebriated with the panglossian gloss perpetuated by Bollywood and a Western press pushing India towards a collision with China. The Tatas, who until just a few years ago were trying to be the sort of good-uncle corporation, have now decided to go aggressive and enter the world market big time. So, for example, they signed an MOU, memorandum of understanding, with the Chhattisgarh government for the mining of iron ore. And within days, not by coincidence I’m sure, was the announcement of what’s known as the Salva Judum, a people’s militia, which purportedly is a spontaneous movement that sprang up to fight the menace of the Maoists. Salva Judum is armed by the government. Something like four hundred villages have been evacuated and moved into police camps. Chhattisgarh is in a situation of sort of civil war, which is exactly what happened in Colombia. And while our eyes are on this supposed civil war, obviously the mining, the minerals, everything can be just taken away.
In a blind orgy of insane hatred the Indian population supported eight years of Bush–just because he bombed four Muslim countries, and threatened a couple of other three of them long time Indian allies. All notion of independence and non-alignment were thrown into the Indian ocean–all under the lure of the ephemeral transfer of technology (ToT) which will never happen. It’s population is full of glee at the misfortunes of its neighbors, Sri Lanka, Nepal, Bangladesh and Pakistan. The Indian Union is sending space rockets but cannot feed its people. There is something fundamentally wrong with a mentality that laughs at the destruction of the Marriot and blames the world for the carnage in Mumbai. There is a pathological problem with the the leaders of a country that sends $1 Billion to Afghanistan in a fools gold irridentist and revanchist errand to prop up a puppet President in Kabul. There is no moral compunction in supporting the Mayor of Kabul whose writ does not extend beyond Kabul. All this in a Quixotic mission to encircle Pakistan and extend Indian influence to the Amu Darya and beyond.. “Most importantly, are we really to believe that the Governments at State and Centre did not know all along about the activities of the Bhonsala Military Academy, and the fact that it was openly holding arms training camps for Bajrang Dal goons from all over the country? Blasts aside, how come such training camps for communal outfits were not deemed illegal and banned even as Bajrang Dal brigades repeatedly conducted anti-Muslim and anti-Christian violence?”
A former firebrand ABVP leader and so-called ’sadhvi’, Pragya Singh Thakur, has been arrested for her role in the Malegaon blasts of September 2006 as well as in the more recent Modasa blasts. Even more ominously, two ex-Army officers are implicated in the blasts, and it has come to light that an institution called the ‘Bhonsala Military Academy’ in Nagpur has been imparting arms training to the Bajrang Dal. For too long the Indian establishment has tried to hide the Muslim issue with tokenism–like coronating a Muslim as the ceremonial head of state. Now the dirty laundry is being aired in the open. Why is the Indian media so immature? Why does sensationalism override journalistic sanity? Why is breaking news the Deity on which truth and altruism is sacrificed on a daily basis? It is pedagogical to note the speed at which the fingers point towards Muslims in general and Bangladesh and Pakistan in particular. Hardly had the ink dried on the news story on the Samjhota Express when the fingers were pointed at Pakistan and Bangladesh. It turned out that the culprits who blew up a train going to Pakistan turned out to be members of the Indian Armed forces with links to the BJP, RSS, Mr. Advani and Mr. Modi.
The roots of Muslim rage run deep in India, nourished by a long-held sense of injustice over what many Indian Muslims believe is institutionalized discrimination against the country’s largest minority group. The disparities between Muslims, who make up 13.4% of the population, and India’s Hindus, who hover at around 80%, are striking. There are exceptions, of course, but generally speaking, Muslim Indians have shorter life spans, worse health, lower literacy levels and lower-paying jobs. Contrary to the common belief that Jinnah originated the two-nation theory, actually it was Savarkar who propounded the theory years before the Muslim League embraced the idea. Savarkar had commanded all the Muslims to leave ‘Bharat’ to pave the way for the establishment of Hindu Rashtra. When Jinnah introduced his two-nation theory, Savarkar announced, “I have no quarrel with Mr. Jinnah’s two-nation theory… It is a historical fact that Hindus and Muslims are two nations.”
“His (Savarkar’s) doctrine was Hindutva, the doctrine of Hindu racial supremacy, and his dream was of rebuilding a great Hindu empire from the sources of the Indus to those of the Brahmaputra. So the hate campaign against Muslims was well in place even before the partition of erstwhile British India. This and many other significant factors forced Jinnah to demand a separate nation for Muslims as he believed that Muslims would not be safe in India — a prophetic declaration indeed! There is no denying the fact that Jinnah was secular to the marrow and would never have wished to cut ties with India, but circumstances compelled him to do so. However, he had not harbored grudges against India or its leaders. He had kept his house on Malabar Hill, thinking he could weekend there, while running his country from Karachi on weekdays, but destiny had something else in store for the estranged neighbors of the Asia Partition.
When Nathuram Godse pumped three bullets into Gandhi, a section of the Hindu community compared him with Judas. The writing was on the wall. The divide was evident. In some areas people mourned the death of Gandhi, and in other areas they distributed sweets, held celebrations, and demanded the release of Godse. Gandhi’s crime was that he had demanded security for Muslims.
The seeds of partition were actually sown by the stalwarts of Hindu Mahasabha, primarily the quartet of Savarkar, Gawarikar, Apte, and Nathuram Godse. Independent India’s history is testimony to the fact that in a conflict between the forces of secular nationalism and religious communalism, the latter has always ruled the roost. Secular forces have more often than not ended up playing into the hands of communal forces. Such has been the history of independent India, and it is again on display in Jammu. Fareed Zakaria in a seminal speech on Indian democracy says that Indian “democracy” is shackled by vested interests and powerful lobbies that place the profits of the few over the profits of the pullulating millions steeped in penury and kept down by caste or religion. Under the facade of a secularism, India remains a conglomeration of opposing conflicts ready to explode like Yugoslavia or implode like the USSR. The BJP orchestrated an attack on the Babri Masjid and demolished it. As a result it unleashed communal violence against Muslims. The BJP used the attack to win the elections. A mounting sense of persecution, fueled by the government’s seeming reluctance to address the brutal anti-Muslim riots that killed more than 2,000 in the state of Gujarat in 2002, has aided the cause of homegrown militant groups. They include the banned Student Islamic Movement of India (SIMI), which was accused of detonating nine bombs in Mumbai during the course of 2003, killing close to 80. The 2006 terrorist attacks on the Mumbai commuter-rail system that killed 183 people were also blamed on SIMI as well as the pro-Kashmir Pakistani terrorist group Lashkar-e-Toiba (LeT). Those incidents exposed the all-too-common Hindu belief that Muslims aren’t really Indian. “LeT, SIMI – it doesn’t matter who was behind these attacks. Indian Muslims face ghettoization, social boycott, discrimination
Still, many South Asian Muslims insist Islam is the one and only force that can bring the subcontinent together and return it to pre-eminence as a single whole. “We [Muslims] were the legal rulers of India, and in 1857 the British took that away from us,” says Tarik Jan, a gentle-mannered scholar at Islamabad’s Institute of Policy Studies. “In 1947 they should have given that back to the Muslims.” Jan is no militant, but he pines for the golden era of the Mughal period in the 1700s and has a fervent desire to see India, Pakistan and Bangladesh reunited under Islamic rule.
That sense of injustice is at the root of Muslim identity today. It has permeated every aspect of society and forms the basis of rising Islamic radicalism on the subcontinent. “People are hungry for justice,” says Ahmed Rashid, a Pakistani journalist and author of the new book Descent into Chaos. “It is perceived to be the fundamental promise of the Koran.” These twin phenomena – the longing many Muslims feel to see their religion restored as the subcontinent’s core, and the marks of both piety and extremism Islam bears – reflect the lack of strong political and civic institutions in the region for people to have faith in. APPENDIX A
On Political Participation of Muslims -
1. Cross section of the people was of the conviction that political participation and representation in governance structures are essential to achieve equity.
2. The Committee attention was also drawn to the issue of Muslim concentration constituencies of Assemblies and Parliament declared as reserved for Schedule Caste persons while constituencies with very low Muslim population but high SC concentration remain unreserved.
Second allegation regarding reservation of constituencies was found to be correct
For the first allegation the Committee did not collect any data.
On Literacy amongst Muslims -
1. 25 per cent of Muslim children in the 6-14 year age group have either never attended school or have dropped out.
2. Drop out rates among Muslims are higher at the level of primary, middle and higher secondary.
3.The Committee observed that since artisanship is a dominant activity among Muslims technical training should be provided to even those who may not have completed schooling.
4. In premier colleges only one out of 25 under-graduate students and one out of 50 post-graduate students is a Muslim.
On Employment
1. Unemployment rate among Muslim graduates is the highest among all socio-religious communities.
On Madrasa – The myth broken
Only 3% of Muslim children among the school going age go to Madarsas.
There is dearth of facilities for teaching Urdu.
Attitude towards Education, in Muslims
1. The Committee found that Muslim parents are not averse to mainstream education or to send their children to affordable Government schools.
Education of Muslim Girls -
1. Access to government schools for Muslim children is limited.
2.There is non-availability of schools within easy reach for girls at lower levels.
3. Absence of girls hostels and female teachers are also impeding factors.
Observations which could help Muslims
1. The schedule castes and schedule tribes have definitely reaped the advantages of targeted government and private action supporting their educational progress.
2. The sharper focus on school education combined with more opportunities in higher education for Muslims seems desirable.
3. Moreover, skill development initiatives for those who have not completed school education may also be particularly relevant for some sections of Muslims given their occupational structure.
4. Bidi workers, tailors and mechanics need to be provided with social safety nets and social security.
5. The participation of Muslims in the professional and managerial cadre is low.
6. Muslim regular workers are the most vulnerable with no written contract and social security benefits. Muslim regular workers get lower daily earnings in both public and private jobs compared to other socio-religious communities.
7.Since a large number of Muslim workers are engaged in self-employment, skill development and credit related initiatives need to be tailored for such groups.
On Banks and Muslims -
1. The average amount of bank loan disbursed to the Muslims is 2/3 of the amount disbursed to other minorities. In some cases it is half.
2. The Reserve Bank of India efforts to extend banking and credit facilities under the Prime Minister 15-point programme of 1983 has mainly benefited other minorities marginalizing Muslims. Muslim community is not averse to banking and more improvements can be brought about with specific measures.
3. Some banks have identified a number of Muslim concentration areas as negative geographical zones where bank credit and other facilities are not easily provided. Steps should be introduced to specifically direct credit to Muslims, create awareness of various credit schemes and bring transparency in reporting of information.
Muslims and Basic Infrastructure Facilities -
1. The concentration of Muslims in states lacking infrastructural facilities implies that a large proportion of the community is without access to basic services.
2. In both urban and rural areas, the proportion of Muslim households living in pucca houses is lower than the total population.
3.Compared to the Muslim majority areas, the areas inhabiting fewer Muslims had better roads, sewage and drainage and water supply facilities.
4. Substantially larger proportion of the Muslim households in urban areas are in the less than Rs.500 expenditure bracket.
Muslims in Government Services
1. The presence of Muslims has been found to be only 3% in the IAS, 1.8% in the IFS and 4% in the IPS.
2. The share of Muslims in employment in various departments is abysmally low at all levels.
3. Muslim community has a representation of only 4.5% in Indian Railways while 98.7% of them are positioned at lower levels.
4.Representation of Muslims is very low in the Universities and in Banks. In no state does the representation of Muslims in the government departments match their population share.
5. Their share in police constables is only 6%, in health – 4.4%, in transport – 6.5%.
There is need to ensure a significant presence of Muslims especially in those departments that have mass contact on a day to day basis or are involved in sensitive tasks
Constitutional Rights for the Muslims -
1. The Presidential Order of 1950 is inconsistent with Article 14, 15, 16 and 25 of the Constitution that guarantee equality of opportunity, freedom of conscience and protect the citizens from discrimination by the State on grounds of religion, caste or creed.
2. The monthly Per Capita Expenditure of Muslims is much lower than the national average.
3. Benefits of entitlements meant for the backward classes are yet to reach Muslim OBCs. The condition of Muslims in general is also lower than the Hindu-OBCs who have the benefit of reservations.
On Wakf Properties -
1.There are about 5 lakh registered Wakfs with 6 lakh acre land and Rs 6,000 crore book value.
2.But the gross income from all these properties is only 163 crores i.e. 2.7%.
3.The management of Wakf Boards is unsatisfactorily due to inadequate empowerment of the State Wakf Boards and Centreal Wakf Council.
4.Encroachment of Wakf properties by the State is a common practice. The attitude of the State Governments and their agencies has resulted in large scale abrogation of the cherished objectives of the Wakfs.
5.Failure on the part of the state and statutory bodies entrusted with safeguarding Wakf properties has caused disquiet in the Muslim community.
Recommendations -
1.An Equal Opportunity Commission should be constituted to look into the grievances of the deprived groups.
2.A carefully conceived nomination procedure should be worked out to increase inclusiveness in governance.
3.The idea of providing certain incentives to a diversity index should be explored. Incentives can be related to this index so as to ensure equal opportunities to all socio religious communities in the fields of education, governance, private employment and housing.
4.Teacher training should be compulsory ensuring in its curriculum the components which introduce the importance of diversity and plurality
5. To facilitate admissions to the most backward amongst all the socio religious communities in the regular universities and autonomous colleges, alternate admission criteria need to be evolved.
6. Providing hostel facilities at reasonable costs for students from minorities must be taken up on a priority basis.
7. The community should be represented on interview panels and Boards.
8. Provide financial and other support to initiatives built around occupations where Muslims are concentrated and have growth potential.
9.The states should run Urdu medium schools. Work out mechanisms whereby Madarsas can be linked with a higher secondary school board so that students wanting to shift to a regular mainstream education can do so after having passed from a Madarsa.
10.The real need is of policy initiatives that improve the participation and share of the Minorities, particularly Muslims in the business of regular commercial banks.

Since last 40 years Pakistan and Pakistani Media has been propogating against India and trying to dismantle the long tranditional relationship of Hindus and Muslims in India. India is a secular country unlike Pakistan. It is advisable to use resources for your upliftment of country and society than just finding out breaking neighouring country’s growth and harmony.
Just Two questions-
A)- Name me a few Hindu & Christians in Pakistan in Top position in Military, Government and Business?
B)- India is a country where Abdul Kalam Sahib was and still the most acceptable and respectable leaders of the Country, Sonia Gandhi, despite being her Christian, was accepted as head of main Party, Many Christians and Muslims headed Top Military positions, Many Parsians including Tata are the Top successful businessmen. Name me such in Pakistan.
C)-Mohabbat, Friendship doesnot come by negative propoganda but with 100% love and affectionate.
D)- Most importantely- Annal income and Society growth of Indian Muslims are unparraled to Pakistani General Public. This is what is India.
E)-Indian Muslims has over 30% reservations under various categories and classes in Govt Jobs.
F)- Where Pakistan public has reached today because of its Government’s wrong policies and support for fanatism, extremism, killing and criticizing politics.
G)- Pakistan had been taking Billions of aids and weapons from US and used against India. It could havebeen used for development and upliftment ofthe Country and that would have helped general mass of Pakistan.
H)- It doesnot make India a better managed state, but what I want to say is PLEASE DO NOT INDULGE INTO INCREASING THE HYSTERIA, KILLING AND US/CHINA POLITICS. They are doing for their benefit and as per US Next 100 Years future plans if Pakistan contines to be blind supporter of China, US would do everything to destroy its enemies. Let us all understand the real politics of these Two Giants and game against India and Pakistan.
